Candidates to Analysts Initiative (C2AI)


If you'd like to get "your foot in the door," the C2AI program might be right for you. This self-paced program may be completed in up to one (1) year. It includes a set of required reading 

materials, virtual learning content and on-site learning component. A membership, 2 day course (or discount on a 4 day boot camp), and a 2 day pass to FITGovSummit (which includes the CPIC Conference and Graduation ceremony). Volunteer mentors are available through the program to help participants.

Capital Planning Professional


Becoming a certified Capital Planning Professional is an honor among esteemed colleagues. CPPs may qualify either by years of cumulative knowledge, skills, experience and education or by taking an exam. CPIC Forum provides verification of CPP status to inquiring reference checks for hiring professionals. The CPP is an ideal next step for mid- and senior- level professionals.

Capital Planning Professional Instructors (CPP-I)


Capital Planning Professional Instructors must be certified Capital Planning Professionals. They must also submit proof of satisfactory surveys for completing at least ten instructional engagements and receive approval from the CPIC Forum's Certification & Education (C&E) Special Interest Group (SIG).

Candidates to Analyst Initiative (C2AI) Core Requirements

  • Must pass a drug-screening test for federal or agency direct or contract employment
  • Must pass appropriate level of security clearance screening criteria
  • Must be able to travel to Washington, DC for education and training up to two (2) occasions, for mandatory participation in a 2 day training course as well as a 2-day conference.
  • Must be willing to relocate to Washington, DC metro-area for placement in a position; unless otherwise stated by a participating company/ sponsor
  • Must have an undergraduate degree by the time the C2AI program is completed, and/ or completed four (4) years of military duty with an honorable discharge.
  • Must have a background or interest in financial management, information management, information technology, or a related field
  • Must have three professional references and three personal references that can be verified
  • Must have approximately 80-100 hours to devote to the program in order to graduate and receive a C2AI certificate
  • Must be willing to accept an entry-level or mid-level position ranging from $45,000 per year to $100,000 per year, depending on analyst qualifications and ranking, and, for mid-level consultant placement, completing the CPP exam with a passing score.

Corporate Sponsors participate in candidate selection of qualified applicants into the C2AI program each year of participation.

Candidate Contact Information

During each year of participation, corporate sponsors receive full contact information for all candidates accepted into the C2AI program.

Recruitment of C2AI Candidates

Corporate Sponsors may engage in recruiting of any, and all, C2AI candidates pre-and post-graduation at any time, each year of participation, unless a sponsored scholarship for a candidate has been arranged by another mentoring firm.

Mentorship & Coaching

Participating in educational opportunities, meetings, mentorship and coaching of all candidates is available to corporate sponsors.

Direct Meetings

Corporate sponsors may conduct a direct meeting with each candidate and HR during the C2AI program. Meetings can be scheduled while the candidate is attending the CPIC Conference or CPIC training in the Washington, D.C. area.

Award Scholarships

In exchange for an exclusive, contingent-hire arrangement; pending an open position and successful completion of the C2AI program and certificate, Corporate Sponsors may directly award a scholarship to candidates.

Capital Planning Professional (CPP)

The Capital Planning Professional (CPP) certification is a credentialing effort developed by the CPIC Forum to provide industry recognition that Senior Capital Planners are verified subject matter experts that have gone through a rigorous screening and/ or testing process to ensure that they meet requisite levels and standards in terms of knowledge, skills, experience and performance.

The Capital Planning Professional (CPP) certification was developed by the Federal CPIC Forum’s Certification and Education Special Interest Group (C&E SIG). The purpose of the certification is to provide a formal level of distinction for the best and brightest subject matter experts in the field of federal Capital Planning and Investment Control (CPIC). In addition, it also acknowledges individuals who share the same combination of professional ethics, knowledge, and experience that are the hallmarks of excellence within the profession. The CPIC Forum administers the CPP, which includes independent verification and validation of references and content of applications, approvals, and certification of appropriate applicants, denials of certification (when appropriate,) and management tracking of certified and expired CPP certification holders.

There are two ways to qualify for the CPP:

  • Minimum years of experience, training + exam (example: C2AI Candidates)
  • Senior years of experience + training with exam waiver.

CPP certified professionals are required to apply for recertification after three years. Recertification ensures that members are actively working in the field of capital planning, complying with professional ethics standards, gaining valuable experience and knowledge as well as maturing in the profession. To be eligible for recertification applicants must meet the following Minimum Requirements:

  • On-Going membership in the Federal CPIC Forum. This means that the Capital Planning Professional (CPP) professional has paid his or her annual membership dues, complies with the code of ethics and is in good standing within the organization.
  • Achieved the Continuing Professional Education Hours Requirement. This means CPP certified professionals must accrue a minimum of 90 hours of continuing professional education (CPE) every three years in order to be eligible for recertification.
  • Submit the Recertification Application and Appropriate Fees. This means CPP certified professionals are required to complete a recertification application and pay a recertification and application processing fee.
  • Expired CPPs or CPP's who have expired memberships must:
    • Retroactively restore their memberships to become current;
    • Or after a lapse of 6 months or more, must recertify and re-take the exam or re-qualify, if applicable.
